School Exclusion Zones

School Streets

We are introducing additional school streets (also known as School Exclusion Zones) as part of our Spaces for People programme. These are in addition to the four locations that have already successfully benefitted from these schemes. Parents, children and residents have reported that these locations have been experiencing on-going road safety issues caused by drivers bringing their vehicles too close to the school gate.

    How will they operate?

    Vehicles will not be able to drive in, out or around the school streets when the scheme is in operation. This will be during school opening and closing times during school term only.

    Large signs will be at the entrance to the scheme and they will have flashing lights to indicate when the it is in operation. Only those with permits will be exempt.

    Applying for a permit

    Residents living within the streets that are closed should apply for a permit that must be displayed on the car windscreen. Perth & Kinross Council will notify affected households by letter. If your household has more than one car, you can apply for a permit for each car (this only applies to those living at the address). Application information can be found here .

  • Disabled users displaying a blue badge will be permitted, as well as emergency services and contract school transport dropping or picking up pupils from the school.
  • Business owners will be entitled to apply for permits for vehicles registered at their business address within the zone
  • Permits will be available for visitors including family members who do not live with you (however these will only be issued where a specific need can be identified)
  • Permits are vehicle specific (except visitors) so if you are about to change your vehicle, please wait until receiving your new registration documents before applying
  • Parking is not affected by this scheme
  • The restrictions will be enforced by Police Scotland. The penalty for ignoring the signs will be a fine.
  • Evaluating the trial

    During the trial, we will work with the schools and communities to identify and promote locations away from schools where parents can park; this will disperse the cars over a wider area than at present. The use of these "Park and Stride" sites will be encouraged as well as pedestrian and cycle training and where necessary the provision of additional cycle and scooter parking.

    The success of the trial will be measured through:

  • A reduction in traffic congestion and vehicle speeds around school gates as measured through before and after traffic speed and volume surveys
  • An increase in walking and cycling and reduction in car trips as measured through the annual Sustrans Hands Up Survey
  • Consultation with stakeholders as measured through surveys like this one
  • Following the completion of the trial a report will be submitted to the Environment & Infrastructure Committee to recommend the retention, amendment or removal of the restrictions at the respective sites.
